Hi guys!
If any of you have played this you will know that Just Cause 2 is an amazing game! I absolutely loved it when I first played it and still do! However, I encountered a problem where there were no civilians or civilian traffic at all! Using my initiative, I searched the internet for an answer. After a lot of searching I discovered this is a very common occurrence on all consoles (including the PC). Then on one forum somebody suggested an idea and after trying it….it worked! And this is it:
This awful glitch is caused by a computer ‘mix up’ and it is caused by aborting missions. When you abort a mission it seems to take away all civilian traffic. Now, the obvious solution is not to do this at all but I do understand that this is sometimes difficult. So, the way to solve this is simple. Enter a mission and when you have done this abort it. This then solves the computer ‘mix up’ and restores order.
The company have brought out a download to solve the glitch but with my internet searching I have discovered this doesn’t work. DO NOT WASTE TIME AND MEMORY DOWNLOADING THIS, IT WILL NOT WORK!
I can now play this game happily and safe in the knowledge of how to solve this problem. I hope you can too. But I must admit the fact that such a company could allow this in a final game is outrageous! Especially on such an amazing game! Let’s hope they never do this again!

You can do this by killing this smoke man on the “s” island. You can reverse it by going to an old save, of course , or ( I believe , have not tried myself) you can just exit game and come back and/or wait and do random stuff, maybe a race while there is no traffic( which can be VERY helpful in populated road races
