To start this quest you will come up into the Meisterhall and it is full of people protesting. Move through the crowd and head enter the great hall where you will find Sigismund Wulf inside. You will tell him the Legion is reborn and he will take you to an audience with the Council.

Once you have your moment with the Council appeal to them, point out the fact that they owe the Legion and that events of the past should be forgiven. The Council will need a majority vote for the motion to pass. There are 5 members on the council so you will need 3 to take your side. They will take a recess and you will have a moment to sway them to your side.

You already have Wulf on your side so you will need to strike a deal with 2 of them. Go and talk to Mudgutter and Kassel. Both of them will give you their vote for help. When you talk to Kassel he will send you into the mines and into the quest “Strike”. Mudgutter will give you the quest “Trouble in the Crypts”. You will need to complete both of these to finish this quest. Fiddlewick will also give you a cool side quest but will not give you his vote.
