To get all the sub characters beat the game with all the normal characters. When you have all the sub characters beat the game with one of them. When you finish the game you will get Kaiya. Beat the game with Kaiya and you will get Jelly and Billy. (To select Billy press square or circle) Beat the game with any normal character and you will get Zhou.
