In the car select menu, press in on the Left Thumbstick while entering the following commands:
L, R, L, L, L, R, R, R, L, L, R, R
Start the game in one player mode and set the cop density. Then go to multi player mode, start playing, and restart the game. Cops will now run you down for illegal behavior.

Location: In Paris
How to: Go to the Musee du Louvre and drive up to one of the glass pyramids. Press up on the right analog stick to look at it. Hold your stare for 30 seconds and the screen will have a textured look, and everything will look like its sketched on.
In Washington D.C., you can get the same effect. Go to the gates of Chinatown and look for the tag near the construction site. Stare at it to get the pencil-drawn effect.
Description: Find secret cars
How to: Search for the paint cans marked with ????. Going through the can will unlock the car.
*** You will need the Koenigsegg to get them both.
In Washington: you will find the Serpent MK near the paint job for the Mini Cooper S. Its bobbing high in the air.
In Paris: you will find the Asp. Look for it high in the air next to the Quai Des Tuilleres near the Seine.
Location: Washington DC
How to: Find the Lincoln Memorial and pull up to his feet. Using the right thumb stick, look up at him and hold it there for 20-30 seconds. The screen should go black and white. Drive away and you will notice that you are in super sonic speed mode.
In Paris, you can see the same effect by staring at the Moulin Rouge.
