First save your city then build a Nuclear Power Plant. Then go to
the pre-god mode tools and start to put trees all around and on top
of the Nuclear Power Plant. Then go to the disaster tool and select
fire mode, then click and hold the fire tool on the Nuclear Power
Plant until it explodes causing a huge chunk of your city to blow up
and a good amount of radiation left behind.
Press [Ctrl] + X during game play to display the console window. Type one of the following codes then press [Enter] to activate the listed cheat function. The console window will close to confirm correct code entry.

1. To display the ' character, press ", then press [Backspace]
When you are using the '=weaknesspays' cheat in the cheat box, you
can hold shift before you press enter so that the cheat box stays
open. Then you can quickly hit the up key to display the last thing
you typed, and hit enter again. Keep doing this as a much faster way
of typing in this cheat to get lots of money.
To reenter God mode after you have created your City, hold [Ctrl] + [Al + [Shif and click the "God Mode" button. The tools will not be the post-establishment tools, but will revert back to pre-city tools. They will remain that way as long as you stay in God mode, otherwise they go back to normal.

After you have completed your city and established it, you will lose
some of the original tools in God Mode. To avoid this from
happening, hold Ctrl + Alt + Shift and click on God Mode. This will
bring back all of the original God mode tools.
*** You will know when you have entered a valid code because it
will close the console.
To use a cheat, hit CTRL + X during the game to bring down the
console. Now type one of the following:

In SimCity? 4, you don’t just build your city, you breathe life into it. With god-like powers, you sculpt mountains, gouge riverbeds, and seed forests to lay the groundwork for your creation. Then construct the most realistic metropolis you can imagine. Your city comes alive with the hustle and bustle of construction crews, the snarl of traffic and the activity of your Sims.
