*** This cheat procedure involves editing a file! Please create a backup copy of the file before editing it to be safe.. Save the game. Now, use a text editor to edit the .FDS file in the "/prison tycoon 2/data/maps" directory. Scroll to the bottom to find the lines:

PC Cheat by: Cheat Master
Build your prison with a cell block or dorm and get a couple inmates to come. Then save your game, exit and load it and a bus of inmates will come! Save, exit and do it all over again until your prison is full.
