I need help with the building a commercial city. Requirements: have 20% of the map commercial zoned have pop above 50,000. Currently I have 25% commercial zoned and built on and my pop is 53,000 but I still am missing a very big key to finish this mission. Thus far I have placed 2 army bases for revenue, a marina, city jail with police stations fire stations schools, an airport and a TV Station. I am confused at what I am missing. Any suggestions would greatly appreciated.

Ok So I have gotten down to the last four missions of this game and I am stuck on the 20% Commercial City. I have tried everything from demolishing the entire city leveling all the water to land and adding the extras like the TV station, military base to changing the tax rates and adding ordinances. The closest I have come thus far to beating this mission is a pop. of 45,000 which is accomplished with in the first 6 yrs. Does anyone have any suggestions or an answer to what I am missing?
