You go to the top of the building and there is an emerge exit there that is smashed go to it and press x then go down to the other emerging then press x and it will move the rubble then use the crowbar to pry it open.

If you're referring to the one on the way to Karen's House, it's fairly simple. Earlier, Karen should have mentioned about a shopping center there and marked it on the map. Go there and get a clothes hanger and then go to the bus. There should be a cable above the door. Climb to the top of that small structure to get to the beginning of the cable. Use the hanger to slide down the cable and press the circle button at a good time to jump over the fire and into the bus. Then go to the driver's seat and move the bus so Karen can come as well. After all this, discard the hanger if you want, you'll never use it again anyway so you can save some room in your backpack.
