You hand-over-hand on the wire until you are just above the catwalk, then jump down. there will be 2 guards standing over a dead body in the far window to the right. One guard might be alerted when you jump down but just run quickly and hide next to the building. You may choose to shoot them or not. Either way, to get inside the building, look down and shoot out the glass pane that you are standing on or next to and jump in. Careful because there will be a guard coming out of the building into the catwalk.

You wait for the light to turn green then press x really quick then the bomb will be disarmes

Grab the first person you see on ANY level. Once you have them as a shield, put in X, CIRCLE, CIRCLE, R1, L2, LEFT ARROW, RIGHT ARROW. The code does work after you grab someone.
My Bad The code doesn't work even with grabbing someone.
