I thougt finding feebas was hard, and there was no way I could ever catch one, so I came up with this plan, it takes a while, but it works:
go to the river down fortree, then surf all the way up.
start fishing here, and each time you DON'T get feebas, move one square.
i've heard that feebas only appears on 6 of these squares, and that it's different in every game.

Find the secret underwater passage located in the strong currents in between pacifidalog and slateport. start at pacifidalog and go towards slateport. stick nearer to the bottom of the current, but not completely at the bottom. once underwater swim all the way to the other side till you find a wall with wierd writing on it(braille). while infront of the wall use dive again and you will be inside a cave. walk to the back of the room in front of a large wall. here you activate dig and a hole appears in the wall. you need to go in this room and have two certain pokemon with you, one of the pokemon is relicanth and the other I think is barboach. you should hear a slight noise as if the sound of distant rocks emerging from the water.

Well first get a relicanth then a wailord the place relicanth first and railord last the have a pokemon that knows dig then surf and find the secert diveing spot dive go to braille underwater use dive and surface walk over to farthest wall in front of you and use dig then go into room and click it then click again so the braille thing disappears,then if you did it right the ground will shake and then youll have to leave then At this point, you will want the three Regis, as they are basically the
legendary dogs of
GSC, but special only to Ruby/Sapphire. You must have a Relicanth and Wailord
at this point.
This time, surf west from Pacifidlog Town. The strong currents of the water
will signal that
you are at the right spot. Dive! You will see letters in braille underwater.
Surface back up
to the surface. Use dig on the middle part of the braille and go into the
next room. Now put
Relicanth as your main Pokemon and Wailord as your last Pokemon in your
party. Press on the
slate in the braille and an earthquake will erupt. Now you can leave the cave
and capture
the remaining three Regis. Now, you will want to get Regi-Ice by flying back
to Dewford
