if you have to use action replay, make sure you use it on an old game

You go to sootopolis, and go all the way to the left. find an opening and climb up the rocky areas with houses. try to go up as much north above the gym area. you will see an old man next to a cave, enter there and voila! hope you find it! :) ps you need surf and flash to help you in the cave on your goal to capture a kyogre

I thougt finding feebas was hard, and there was no way I could ever catch one, so I came up with this plan, it takes a while, but it works:
go to the river down fortree, then surf all the way up.
start fishing here, and each time you DON'T get feebas, move one square.
i've heard that feebas only appears on 6 of these squares, and that it's different in every game.
