No. If you start a new game, you start from scratch. This goes for all Final Fantasies except X-2.
A1:
You cant pass the training centre as such you only go in their to level up the only time you really need to go into the training centre is when your with quistis and going to the secrret area which is at the back of the training centre behind the save point

Well, that's not entirely correct, cause if you want to beat the game completely you have to get all the cards, and for that you have to face Joker in the Training Center
If you go to Timber, go to the timber maniacs building. the first room will have lots of magazine stacks. check all the stacks and one of them will have the girl next door magazine.
You can find the girl next door magazine in the timber mainiacs bulding which is in timber. it is located in one of the stacks of magazines on the floor just inside the entrance

Cast regen and heals on rinoa and single target attacks on Adel.

Like you beat all other bosses. Hitting him and revive your self multiple times.

All you gotta do is get cactuar and learn kamikaze. after that you go and fite adel and dont use it rite away just beat her up first then use it and ull kill her easily
