First you need to get to lavaridge town and beat the gym leader but I got to warn you that it is a fire type gym

Not in the wild or by event but this is how to get it by trading:
1.Get two GBAs, a game link cable, Pokemon:Firered or Leafgreen and Ruby.
2.Catch a Magikarp or Pokemon you have on Ruby but don't on FR/LG
3.Go to Celadon city and go to the top of the mansion.(Use the back entrance)
4.go in the house on the top that says "I know everything". Take the pokeball on the table.You will have Eevee.
5.Trade Eevee to Ruby. If you want to buy a Thunderstone in the Celadon Pokemart and evolve Eevee before the trade.
Try and breed Eevee with Ditto then evolve the Eevee in the eggs. You will be able to evolve it into Flareon and Vaporeon with stones while Umbreon and Espeon while must level up at certain times when they like you a lot.
