I had this issue too mate. Turns out you need the update which is really hard to find...

(says it makes the game compatible with Voodoo3 graphics card, yet this let the game run on my machine with an ati x1650pro when before it just wouldnt launch the game at all)
Note: you need to copy it to the game install directory and overwrite the original .exe and yes, the game will still check for a disk.
