You have to make shure their motives are filled ex: bathroom, food, fun then you can propose.
All you have to do is follow these steps.
1.invite him/her over and make sure there is food ready.
2.play some games and maybe even go into the hottub.
3.make sure when you are all done with step 1 and 2 you make sure she can sit and relax for about 30 min. of sim time.
4.now you are ready to propose! :)

You can't . it can only play on the xbox system :(
So where on free play or on story mode.
Press start and then click on a saved sim you have to do this during gameplay.
You plug in two controll pads and make sure youve created more than 1 sim and press the r trigger to swap and you can play two player

There is a cheat code but I prefere to greet a sim I have not met yet. An item of their clothing will unlock. Some items such as Malcolm's Tucsedo, Mom's dressing gown or Randy's wig are not unlockable.

Ive got it to work, dont pause the game then enter the cheat do it without. thats how I did it but you have to do it suoer speedy, did that help.? :)
How did you ge tthe blue Gnome? You pause in play mode then enter or? I have tried everythign for months on the xbox?

You have to get married to one of the people on free street.

There are a few codes to enable the blue gnome cheat. I used R L down black B. At first I couldnt get it to work, and I read a couple of other peoples reviews saying they couldnt. I switched to a wireless controller and sure enough, it worked.! Good luck!

Well you have to save the game you were playing and then when you die they will say if you would like to try again and the menu will have like sim 1 sim 2 and I have 8 so...

Are you dumb? what you do is invite your lover over, ( say if you were a boy and you called candy or if you were a girl you called peter) as soon as your lover arrives serve dinner once your lover and you finsh eating watch t.v and for your lover pick watch t.v and they will. as soon as they stand up pick propose or move in they will marry or mabey not. thats all I know
