There are hidden elemental bosses that you defeat to gain these whips. There is also a whip of lightening.
The ice elemental is in the Palace of Dark water falls, in the room that looks like a cavern.
The flame elemental is in the Anti-Souls Mysteries Lab, in the long room with the moving platform.
The lightening elemental is in the Garden forgotten by time. It is quite easy to find compared to the other two. It is up a long flight of spiral stairs, which is to the bottom right of the map

Elemental bosses:
Fire Elemental: Anti-soul mysterielab, 2nd floor with the lift and the 2 flowermonsters.
When you enter the room you have to take the lift and directly jump further. If you jump to the right side you'll see a door with a red skull --> fire elemental
Ice Elemental: Dark Palace of waterfalls
1th floor, look on you're map and you will see a door but when you reach it, it seems to be a wall. There's a monster (forgot the name, it's an armormonster with a kind of a morningstar). You have to let the monster break that wall and you can go further, up to Ice Elemental
Thunder Elemental:
Garden Forgotten by time , 1 floor (?), there is a room with a broken bridge somewhere, (not so hard to find, use a man-eating flower, hitt it nearby a wall and jump on it, watch out for the poison). You have to jump on the bridge (use your whip) and jump to the left side, go to the tower and face Thunder Elemental (check youtube).
Forgotten One:
Castle, 2nd floor (?)
you need a kind of crystal first wich you can find in the pagoda of misty moon (the dark room, you have to jump the other way).

You have to hurry and run up to him and keep atacking him until he brings out them monsters and then run but stay close to him and never get to far away because it's almost impossilble to get back.
