First, you need to have chased the three Dogs out of the Burned Tower in Ecruteak and saved the Radio Tower from Team Rocket. By doing that, the radio station manager will give you the Clear Bell. Take this to the Tin Tower (along with a strong, well-balanced team around levels 30-40 with at least one that knows an attack that causes sleep, freeze, etc., a bunch of super potions and revives, and at least like 30 great/ultra balls. Beat the three elders, and save before you go into the Tin Tower. In there, you'll encounter the three Dogs again, and Raikou and Entei will flee, but Suicuine will stay to fight. It's at level 40 with the attacks Leer, Bubblebeam, Rain Dance, and Gust. Good luck!!!

To gtet a gs ball yopu need silvwer or the jappanesse version,with silver get the three old legendary birds plus the dogs,talk 2 a woman in kanto andshe gives the ball, clone it and trade 1 to crystal. For Entei get a max repel and go west of new bark or east of violet use it and search in the grass near that. you will find him, you can tell from the special music

The legendary dogs never come back... you would need to trade to get them. you would know that if you have ever made lugia faint. as for a lot of the same Pokemon in the same area... they are relatively common

I know this can be infurinatingly hard but stick to it. First you might want to get 3 masterballs (clone trick. Type in clone in google) and walk around for a while. Do your daily pokemon catching and stuff, and in no time at all, Raikou or Entei will pop up. With me, It came at total surprise and was NOT prepared for it, but until I heard the music. Now you have them in your pokedex! Now you can see where they are. I STRONGLY advise you NOT to use the hm fly because they will move locations. I only use fly when they are far away from me. I advise you to stick to walking if they are close to you. They may change place if you walk into another city or route. I actually got them both in my pokedex and also both in the exact same piece of grass and got them both in less than 10 minutes with my master ballS. Not that im bragging...

Have a pokemon that knows block or a wobbaffet. if you want 2 catch it and dont have a master ball. block makes it so the pokemon cannot escape and you can weaken it and capture it with an ultra ball.

It's can be kinda frustrating, but on the ice sheets, just keep sliding and using the rocks to strategically maneuvere through. There is a specific way, so just kinda experiment. Also, make sure you have a pokemon that knows STRENGTH, and just get a boulder in every hole. But on the first floor, DO NOT FORGET TO GET HM07 WATERFALL, 'CAUSE YOU WILL NEED IT. This will require a detour and a slight alteration in your sliding pattern, but it is required nonetheless!!! Good luck!!!

Actually, answer 2 lies. Celebi and Mew are unavailable in the English version of the game unless you use cheats, and the methods of getting them (either by cheats, or legitimately in the Japanese) don't involve Unown. If I remember correctly, what happens when you get all the Unown is that you can print out their pictures with the Gameboy Printer. Pretty pointless, really. But it's fun to have all of them.

To find entei and raikou you need to look in alot of grass areas and they will adventually appear. when they do and if they run away you can moniter them through your pokedex and you can find out where they are until you are able to catch them i suggest using masterballs to catch them.
