A1: Yes! First: Capture Latios(ruby) or Latias(sapphire) Second:Train your Latios or Latias to lvl. 67 then give it a sitrus berry. Third and last: Talk to the 2nd guy at the window in the space center in Mossdeep City. Then when you speak to the guy who tells you the launches. He will say there has been 67 launches (the lvl.you got your latios or latias). If he does not say this then try lvl. 77 for them then try. He will tell you that they have succsessfully launched flight 77. He will tell you that you can go but hurry. Then wait for 2secs. then you will be on the moon. When you get on the moon head north then go up the stairs then you will se Deoxys. Make sure you have 5 strong pokemon and 1 OK pokemon so when he is running low on health you can hurt him alittle more. 50 or more ultra balls and lots of full restores/revives
