The cheats work. pause the game and hold down the left trigger WHILE you are putting in the cheat code. it works for me.

Hello, on mission 16 (Furon Down), I can't seem to get up to the deck of the ship at sea. My jet pack only gets me about 1/2 way up the ship. Any advice?

If you can't, you're definately doing something wrong. I got there on 2 accounts. If you really can't get to the deck, then do what I did on the last account: Try getting to the barge by scanning thoughts. I reccomend using cheats for that

Need to get to the island with your ship eh? well stay @ the docks and jump on the bouys follow them. It may take practice.
