So you have to get the silpho scop in the casino. go to the poster press a and it opens a door. go right and down into where there is stairs. follow the trail till you find the silpho scope. its at the elevatoer go to the last floor and there is people to fight then you get it. then the ghost in the lavander town tower will appear its marowak the ghost of cubones mom then you rescue this guy and he gives you the pokeflute which wakes up snorlax

I am not sure about the gym thing, but "Bill's secret garden" is real, but there is nothing to do there. No Pokegods, no items, nothing. To do it, go to that strip of 1 tile thick land below Bill's house. Face north, twards water. There should be rocks to the south of you. Houd up, then save. Make sure you were holding up when you hit start. Restart, then surf. You should be surfing on rocks. Now, go around on these rocks, you will be in Bill's Secret Garden. Fly/teleport/dig/escape rope out.
There's only one way to find out... try beating the Elite 4 100 times. As for Bill's Garden, I've seen that, too. According to the cheat I read, You need To get Eevee AND all its evolved forms (Flareon, Vaporeon, Jolteon). You'll need to clone Eevee 3 times... anyways, I've heard if you talk to Bill 100 (coincidence, huh?) times, he'll say, "Hey! You have my favorite POKEMON!" He SUPPOSEDLY shows you his "garden", and your first step brings a wild TOGEPI. Let me know if that works... I'll help YOU by fighting the Elite 4 100 times. I'm already more than 28% there!-KMP. It's not much of a garden, to get there first walk towards the water facing north then save the game. Turn it on then use surf you can see that your pokemon surf through the white block. Then go north and you inside bills garden

To get surf you will need to go to the safari zone and on the 3rd area there should be a house with a person inside talk to him and he will the give it to you.

Get all the Pokemon then take it to prefeser oak
In the European version, the guy in the [in]famous Celadon Hotel (commonly known because its blueprints were copied from that of the POKeMON Center) gives you a diploma. In the US version, I think the guy in the POKeMON Mansion that says, "When you finish your POKeDEX, let me know!" gives you the diploma. That's right... the [in]famous diploma... you can't even see what it looks like... SO WHAT THE HECK IS THE POINT?!?!?

Cinnabar Island is found by either surfing from Fuschia or down from Pallet Town. Pallet Town is a shorter route- I would suggest that one. When you're ready, though, go back to the small Island by surfing from Fuschia and you'll find a Articuno in the cave!

Go to the secret house in the Safari Zone where you can have the HM surf, just outside the house there will be a pokeball and bingo it will be the golden teeth to be returned to the man living (at the right side) beside the pokemon center in fuchsia city.
You need The Golden Teeth to obtain strengh.

Yes, there is. Go to the guy who says "The ship has set sail...". Now, go to the tile of land directly north of him. Hold East (right) and save. Make sure you were holding it when you saved. Restart, then just surf. You will go over him, to the S.S. Anne. You can now go see the (in)famous "Truck", but there is nothing to do to it. No pokegods, no items.
Go to the game corner in celedon and on your top right hand side there son be a man from team Roket then after you go threw the basement you should face your rival and fight The leader of team Rocket and he will give you some thing now go back to the lost tower.
