First, talk to sargent bluey the cop on one of the buildings. Then you'll need to get an infrarang or X-rang. Those boomerangs indicate there is an imposter posing as a construction worker by dennis's house. USe Ty's view with the infrarang to kill it. It still won't count as the construction worker collectible but that is the ticket to doing it. After it is killed talk to sargent bluey again. After that, you have to talk to Ranger Ken after beating the sewer mission. He'll say that the spy you caught wasn't working alone. There is more out there. Now you have the ability to kill the other spies. Every group of construction workers will have an imposter there. You need to keep using your infrarang or X-rang to reveal their identity. Construction workers are in every level and place ( none are at the oil rig) so this is what you must do to start collecting construction workers.

U have to hurry up and run to the mansion,stand on the porch,where they cant reach u,get out the infarang or x-rang,use the `look feature`(L1 I think..) and you can see the evil ghost.just shoot at him a few times and...VIOLA!
