I was stuck on this one for ages!!! Collect all of the 50 and 300 amp fuses from the secondary fuse boxes scattered around tunnels, then go back to main fuseboc and situated at its right hand side on the wall is a plan showing where fuses should go - use the ultraviolet light on the plan and it will show you whre they all need to go.
