Simply head up from the central room you're in when the game starts. From that most northern room turn left, and keep going through the rooms, always turning left until you get to the last room where the stairs are. You will have completed something like an upside down letter L.

There aint one, fist you need to go to a garison and kill every one, then kill run around and kill every one you see that is an officer, excluding raiders and whom not, then head back from where you started from, kill again evey and after you kill kotaro a cut scene start and your done.
