When I try to do the sonic 3 debug cheat,it doesent work! I did this alot! but I still dont get it! why is it not working?

I tried playing sonic 2/ sonic 3/ sonic & knuckles / soinc spinball 20 times each to play as knuckles in both games but nothing happened. I did just go to the title screen 2 times and then exit. some say thats all you need to do some say you dont. I cant do sonic spinball so would some make up there mind to which one is it.?

Do you have to get all the hints before they work? I am trying the zone level and invincible ones and they aren't working!
