I just got the game and am not very far in it, but whenever I try to engage in a sea battle or otherwise fire my cannons, they won't fire. I've configured the controls, I have enough supplies, and I've tried loading and firing every way I can, but when I try, the cannons just won't fire.?

OK - I have been playing the game for a few weeks, I finally met up with the long lost brother, met him on Isla Mona, and have now taken over EVERY colony. What Am I supposed to do not?? Is there a point? I go into the governor mansion (mine) on Isla Mona, and there is a "this exit is locked" message when I stand on the rug, but I CANNOT figure out if I am supposed to do something else, or just keep protecting the colonies for an eternity....................... anyone know what the next step is?
