A1: Simply ask a friend, a good friend how hes at points are distribute it and use them as at his atributes My reborn is 73 and I can't promote it becaus I do not have enough vitality and agility , I got too much strenght.

A1: This is not true. Dragonballs can be purchased or, very rarely, be found. Try Market for purchasing ingame Dragonballs.
