A1: It seems that they've removed (locked) the console from version 1.2+; I've yet to find the work around.

A2: You also haw to put a line in the input file located MyDocuments/My Games/Heroes of might and magic/Profiles/Your profile. The line should be in the common section and its should be like this: bind show_console '`'
