On the main menu or whilst playing the game, enter iamacheater, if you enter it at the main menu, a notification will come up saying cheats enable, if you do while playing the game, it won't. then enter your cheats anytime whilst playing the game and it will work :)

Okay, after looking around, and trying out different things, I have finally figured it out.
You don't build parking lots!
When you research them they are automatically built. If you look around the grounds of your mall before researching, you will see empty spaces, with dirt in them. As you research them, parking lots are built on these lands.
The same goes for train stations. The trains are already there, but after research, the station appears.

First clear out a spot at the front of your mall door (on the inside) and select the stairs or whatever. put the stairs close to the front of your mall door so people can see it. then after a little bit you should see them start to walk up the stairs! :)

You have to go to the main menu before you play your game and write (iamacheater).. and click (m) to get more money and click (r) to fill up your reputation bar.. and you can get all of everything win you play the games

Your shoppers will turn into zombies if the mall is too unclean, i.e lots of rubbish lying around.

Just type those words in (without spaces) and hit enter. it will automatically go. try pressing 'm' afterwards and if your money goes up by $5000 then you know it worked.

Are the tables broken? Because, if the tables are broken the people will not sit at them no matter what. The people in my mall will sit at any table as long as it is in good condition..maybe you could try hiring a mechanic?
you have to put tons of mechanics outside covering the tables and if you dont have enough money you type in IamAcheater @ the main menue so yeah there you go!
