If you are talking about the 9th one which you can use the numbers to adjust the bumper width and stuff like that, then NO, Import Tuner Challenge is the name for Nor.A, it's actually ρsX, reading shoduko ( or something like that I forgot the spelling...)
all mods are basically real, they do exist, such as Ings +1, HKS, etc...
if you are talking about moding the car, then quest mode (top of menu after press start) you can buy your own car and mod it in the tuning shop, seats, meters, interior colors, etc.
same as previous versions, ρszero, ρs2 and ρs3

Car can beat everybody but ?,unless you're good at driving

The shorter the gears the more accel. You have to look for the bosses you self (if they aren't in parking areas)

You have to have different sets of tires on the front and on the back, e.g normal on the front & level S soft on the rear, switch it up if it doesn't work that way though, you may not be able to run normal.

With the 34 gtr tunied to the maxed
You don't need a fully maxed out car, but if you lack some skill, it helps. For an experienced ITC player, you could easily defeat him with only level 6-7 parts.
Concentrate on the first car you got, try to mod it only when needed, for example, I skip engine stg1, just go 2, I skip exhaust stg 1-2 and went 3.

if you just got into the game, and see cars that you want to race, simply follow the car ( tail him not crash ) and press A button to flash your headlight, then if the the guy/girl accepts, race will begin with a count down!

Expensive but awesome is the Skyline GRT.

like last version,(ρszero) I found out devil 13 R34 wasn't the best...
even it's the last boss...but still
a subaru sti ver.5 beat the crap out of it...
with engine swap done, race the devil 13...match is over under 15 sec.
and he got no chance catching up...
i tested 1/4 mile on that subie...best time was 8.2
too bad I don't know how to put video from PS2 to pc...

The two most powerful near 100% completion have to be the Skyline R34 GTR, and the JZA80 Supra.
The nissa skyline gtr34, it will blow all the other cars away, I did a 400 meter test, and did it in 8.03 sec.
The devil is merely fastest on c1(if you know how to use it)

Race a boss you have already beaten or race a number of rivals in a row. The more in a row you can win, the faster you will gain money. If you racea bunch of rivals you have aready beaten before you race someone you haven't, your multiplier will get you more cash for that win. Everytime you beat someone, your multiplier will go up .1 If you beat ten in a row, you will get double when you beat the next rival.

if you are running soft tires for the max grip, don't forget to go into the rest stations to fill up your nos and get the tires back to good condition!
if your car is runnin around 400-500hp, go in once around 5-7 cars.
if you don't think the skills are up to match, 3-4 race is ok, too, as long as you don't go back to the garage.

Like previous versions, some wanderers are a'holes...
find full list online, some of them will not race if you are 4WD, some FR, some won't race if you have rear spoiler...etc
