It's a little hard to explain... I'm going to guess that you're starting from the green topped pillar in the middle of the "lake". Face in the direction of the vine. To the right of the vine there is a pillar with 3 brown "steps" and a green top. If you glide to the right hand side of that pillar you can land on a green platform behind it. From that platform you can double jump and glide to the vine.
