This is wierd I jumped dow dis massive cliff and somehow I gt stuck and I could changemy weps but I couldnt shoot or move and if I moved camera I could see my face through my head lol its weird?

When I go into the guerilla relation file in the pda - you can see on the map there is a safehouse on the presidents island but it is shaded grey like it is locked or something. Note I have completed all story missions and takeovers, and I have been promoted to the maximum for both guerillas and riojas. How do I get it?
