What you do is you vs. your rival then your pokemon are now hall of famers if you want to take the easy way out restart your game{if you want to take the hard way out go to cerulean city cave [solve cave]then there you will be able to see a mewtwo[it will say you r vsing mew but it is a mewtwo]then you will have your 150th pokemon on your pokedex[if you see a mew it is a glich] have fun beating the blue version

and also when I was swimming around getting to glitch city, where there's usually level 5 tentacools, I found a level 30 one. is this coincidence or did I do something to make it happen?

You can't get Entei/Suicune/Rykou in Red or Blue versions, but if you're playing FireRed or LeafGreen, you can get Entei if you choose Bulbasaur, Suicune if you choose Charmander, or Rykou if you choose Squirtle after defeating the Elite 4 and Gary (your rival).

Make sure you have a pokemon that knows fly.fly to route 8, when you get there go to the underground path,dont let the gambler see you.go down one step press start right away, if done correctly the start screen should come up,go to fly and fly to thye nugget bridge. and go to the youngster [the fifth trainer] after the bridge. go in front of him so that he has to come to you or else it wont work,battle him and then fly to lavender town head towards route 8 when you get to the narrow part the start screen should pop up press B to exit, after you press B a wild mew should appear.it will be at level 7 so be careful what pokemon you choose to bring mew is hard to catch though.

This one might be long.
Before you do this - You can not have battled the Youngster with the Level 17 Slowpoke, or the Old Man that uses Poliwag and Poliwhirl below the house that takes you to Celadon City. You also need a Pokemon that can use fly and the necessary badges to do so. You also need several Great Balls or Ultra Balls. As a siggestion I would also bring an Oddish that put Mew to sleep or paralyze it. You can catch one in the area by the day care.
To do the glitch - First, save at the enterance of the house. Then walk down and immediatly press start. If you did it right, you have the start menu prompted. Pick the Pokemon that can fly, and Fly to Cerulean City. Your start menu won't work though. Go up to the Youngster, but don't go directly in front him. Go one space above him, and then battle. Win the battle, and then fly to Lavender Town. Walk to the right toward the way with the Old Man. Your start menu will pop up when you hit the new area. Press B and you will go into the battle with Mew.
Q:I cant find the hm 01 or 05 can you tell me where it is?

Here is a little better explanation.
HM01 - This is found in Vermilion City, after you talk to Bill in Cerulean City and get the Ticket. You then board the ship and then battle the people you want until you get up into the Captain's Room. Rub his back and you'll get HM01. Leave the ship.
HM05 - You need HM01 to get HM05. You also need to have caught at least 10 different Pokemon. To the area right above Viridian City, and then on the right you will see some bushes that can be cut down. Cut one of them down and then go to the long building, not the house. Talk to the guy with glasses, and he will ask you if you caught 10 Pokemon, and if you have, he will reward you with HM05.
