It would help if you had the P Wing, as well as any power-ups you can get. If you have a cloud, and just looking to beat the game, then just use the cloud to get past it [being it is the Fortress and not Bowser's Castle].
The first magic whistle is in World 1 level 3 you go to about half way at a white platform, get on it then hold down Intel it gets you automatically down then walk like if you were going to finish the game but you would go behind the black back ground still keep walking -Answer by:ljbl
The first one is on world 1-3, go close to the end of the stage, jump on the white platform and duck until you fall, then run to the end of the stage, and you will end up in a mushroom house that contains the magic whistle. -Answer by:mediumaster
There are actually two whistles. The first is towards the end of word 1 level 3, by getting rid of the koopa, hold down on the white box until you drop behind background and just run straight to the end and don't wrroy if you don't jump you won't get hit by the baddies. The second is in the first fortress of world one and you will need the racoon tail. get to the part where the skeleton koopa is pacing and stomp on him. Run until you can fly and fly straight to the top of the screen and move right. there should be a door or passage that leads to a box containing the whistle. -Answer by:zero56

The only way to have unlimited items is to use an action replay but if you beat all 96 levels then you can go to any world and go the the muchroom house that you been to before and can get the same item infinte times but you must beat all the levels in EVERY WORLD or it won't work.

Use the p-block, and go through the white door that appears to get a tanooki suit, then go back to the room with the blocks, go through the door on the right without hitting the P-block this time, then fly to the warp pipe on the ceiling. -Answer by:mediumaster
They warp you to world 9(warp zone) and from there you can take a warp pipe to any world you want. From world 1, you can warp to worlds 2, 3, and 4. From these worlds you can warp to worlds 5, 6, and 7. from these 3 worlds you can warp to world 8. -Answer by:mediumaster
