I`ll try to tell you when I`m on that mission - right now the choices are:
A) buy a new game - there may be something wrong with the one you have (don`t worry, the data from the 1st one is still on the memory card)
B) start a new game - it might be an undoable glitch
C) try everything

You just go as high as you can then fly close to the tower
