I have the game 96% completed all I have left to do is the final boss race. But neither the skyline or the porsche carrara has been unlocked. Any clues how to unlock them?

I have beaten the game 100% and I cant get the bmw m3. I have 3 parts of the reward card complete. the one I dont have is ulock all 33 cars. in order to get the car do I need to get all of the boss's pink slips or is there a hidden car or something?

No, you have to unlock the police cars in the reward cards area

A2:

You then need to get all three strikes on a car and sell the rest and then you will start a new game but you will have every thing and when you unlock another car in Carrier you will have 33 cars and you will get the BMW but when you start a new game that way you can not try for the pink slips any more.

How do I use boss pink slips, are they to beat bosses or something?

After you beat a boss, you get a chance to pick from 4 hidden and 2 unhidden markers. under one of the hidden markers (it's random, so far as I can tell) is the pink slip (ownership paper) to the boss's car if you're lucky enough to get it, you can then go to your safehouse, go to car selection, and there's your new badass ride :)
