A1: All you have to do is just keep on shooting the people until you reach the 2nd or 3rd ramp that you go off of and shoot the people after the jump and car explosion.Then you drop Lance off at his hotel.Watch out the cops will be there so I suggest getting the lower wanted cheat 2.I had trouble at first but after a while I beat it.Hope this helps.
