I have only found 15 of them so I have no clue where all of them are

2 are in the rocks across from doc powersliding lesson you have to jump the rocks 1 is near sargs boot camp 2 r up near whell well if you go acroos the bridge towards wheel well + take a let stay on that little road and keep looking and there is 1 near the bridge on top off the hill
