Park the swat tank in your garage and get out, staying in the garage, then destroy it (using explosives, because it's bullet proof) and the mission will fail. Get out of the garage so that the door closes, re-enter and you'll find the swat truck repaired.

On the third island you can find the goggles at " The Big Ear" located on top of the hill above the " Lil' Probe Inn".
