No!To get gardevoir to join your rescue team you need to get friend area(Sky blue plains)Escort gengar Trough M.t freeze and Murky cave,and to get Latias you need friend area(southern island) and defeat Latios at Nothern range.
Once you defeat the three regis and get the ice part, rock part, and steel part. if you link the 3 parts, then you will get a music box. Bring a friend bow also, so it's easier to recruit it.

(That's the amount of stars you see when you go to team) A friend bow will better your chances for catching him. Maybe your level is too low and there isn't enough space on your team for him to join. Your best hopes of recruitment would be with a friend bow at a high level and no more than 2 medium sized or small pokemon (1-3 stars on team)
