How can I get to my prototype mod packages that I've unlocked with my prototype unlock badges when I've already unlocked them, they won't come up to the league I'm in, and they stay in the HIN Elite league when my promotion event requires a prototype mod package and I'm in league 2?

How do you fit your car with a prototype mod pack? Hey, im on league 2 and every time I try to go to the promotion it says you need a car in this league fitted with a least one prototype mod pack to enter this race. I have unlocked all of the prototypes and tuned my car to level 3 for all of them and I dont know wha to do. Please answer.
