First you have to get on that platform that you have to balance homer and bart and then make sure bart is his regular self not the bat bart dude. make sure homer is weighing down bart and then wen bart is weighed you make bart double jump and then in the air bart will turn into bat bart so make him fly to the ledge hold a to make bart float to the ledge

How we did it is we put the far left pipe at the bottom the middle pipe at the top and the far right pipe on the bottom hope this helps
