To get meg, renning, calill you must talk to them in the info section when you're at your base. pelleas joins you if you let him life when he finds how to stop the blood contract so don't worry about that one. oliver, stefan and lehran I'm still working on. when/if I find out i'll let you know.
Meg is a info conversation. For oliver, move Rafiel into his range(of walking not attack rance). Oliver will move next to rafiel, talk to him, and then join you. To get pelleas, once you have beaten the game once, a third choice will be in the box saying Disobey his command. Do it and you will get him later in the game. Renning and Calill are both info conversations. Stefan joins if you get Micaha to move (on the dessert level) to the spot that is eleven up and one across from the bottom right hand corner. To get volke, on the level where you fight Izuka, he will be sitting in a area a bit south of where most of your characters start. MAKE SURE you keep 3000g for during the level. If you talk to him with Elincia or Bastion they will pay him and he will join. Lehran will join if you view Ike's memery scene. That only happens if 1. you field the Black Knight in Part one: endgame "Daien Arise" and 2. On the level where Ike and his group are making a diversion for Gallia to get across the river, The Black Knight and him fight 1 battle that they both survive. (I wouldn't worry about the black knight, worry about ike and whoever else is in his range). That is how you get those characters.
On Part 4 Final, (make sure you beat the game 2 times or higher) watch the ike memory scene after beating the Balck Knight then Lehran will join your team
You can get Meg through an info conversation. Recruit Oliver by moving Rafiel into attack range. Calill is automatic. Renning is either automatic or info at the endgame. You have to pay Volke 3000 (on easy and normal) 5000 (hard).
Lehran and Pelleas can only be recruited after the first time you beat the game. Once on your 2nd and up game, when you chose how Pelleas will die, there is a third option. Choose it and Pelleas will be a playable dark magic wielder in the Hawk Army. To get Lehran, you have to use the Black Knight on every chapter possible, and Ike has to fight the Black Knight on a later chapter, then after defeating Sephiran, you will recruit Lehran at the start of the battle against Ashera.
There is a skill called Paragon which doubles the EXP recieved by characters. It is a very valuable skill to level up underleveled characters. To get it, remove the skill from Astrid. I think Geoffery and Michiah also have it assigned to them when they eventually join you.
Wut I always do is in part one I would take sothes weapons and keep him in front of the weak person then attack with the person (this also works with high defense characters)
The Blossom ability increases growth at the cost of exp, and the Paragon ability doubles exp gain. You can also use Bonus exp or stat growth items (energy drop strength, speedwing speed, etc.) I also recommend primarily using units you will take to the final chapter and not focus on the other weak units. For Micaiah's team in part 3 however, I recommend leveling up Jill, Nolan, Micaiah, and Edward to 20+next rank (Micaiah is story mode upgrade) and the other units as far as lv. 10 so you can use a master seal on them and not be hopelessly slaughtered against the Greil Mercenaries. Don't worry about Sothe, he gains less because of Blossom and the fact that he is already a promoted unit.
To get Stefan you will have to wait until the second Silver Army battle of Part 4. After you beat up the enemy a little, send Micaiah to a certain space on the right side of the screen, (it's somewhere near the middle...) and Stefan will show up! You can also get just his sword by sending Lethe or Mordecai to the same spot.

Press the +. It is the only button that works. If it doesn't, I'm sorry but you need a new game or wii. test the with another game see which one is bad.
Just to clarify, I had the same problem once. After you beat all the shields, send in your strongest units to lay down the hurting on Ashera, but make sure she doesen't die or else you have to do the same thing all over. Then, send Ike in and there will be a special cutscence where his sword will have power added to it, then when you attack, you kill Ashera!
You want to use units with the Nihil ability to neutralize the Aurora ability of the Shelds. The you want to see who can attack without dying, just keep in mind Ike has to be final attack.
You have to go to the manage section of the base menu
then select skills
click the character you want to teach the skill to click on them and select assign
In order to get Stefan, you need to have Michaia stand on a specific square. from the bottom right of the map, count up eleven and left one square. Place her on this spefic space and Stefan will appear and offer to help you out. But remember, this ONLY works with Michaia.

You can recruit Stephen by stepping on the space mentioned earlier only using: Lethe, Mordecai, and Micaiah. However, if you do with any other character, Stephen will only appear and hand you his sword, the Vague Katti.
Honestly? It sounds pretty bogus to me. I've never heard of it, and I've played through Radiant Dawn many times. Either way, I highly doubt there is a character whose recruitment requires having another character die.
I played through the game many times but no black cat of some sorts the onle fire emblem I can think of where people had to die to get a new one is the DS fire emblem
