The horn is on main street just past luigis, the tires are behind the fire station, and the shocks are on a dirt road behind the butte behind the fire sation

Hit BB right away to turn mater around. That way you control him as if he's going forward. Also - on the last level take a shortcut (turn left) toward main st - don't go all the way up to the fire station and back down.
