No the cheat doesn't work at all!
If your wanting to beat Joe Perry just to unlock him in the vault then do it on a lower difficulty setting, if you can swallow your pride enough to do so. You can always go back and attempt to beat him on hard or expert.
The key is to attack him when he has a chance to attack you. If that won't work use multiple attacks near the end of the battle when he's playing.
The key is to use a whammy bar attack when he has alot of notes coming his way then use a broken string to finish him off
