A1: You automatically go there but you need to have a certain amount of scout and coach points. You gain those through training and through game performance

A2: The BEST way to attain Coach and Scout points is to make sure you have the Prince Necklace $300 at Bison's Shop. Also load up on Fragrance perfume $50, it will help in practice and games for points. (NOTE: If you have more than 1 perfume you know you can use the next one when the perfume bottle is not grayed out.)
