For everyone that says you have to unlock the data first, you dont it is actually the other way around. you have to have all the minikits, power blocks, and civilians rescued. you also have to do the arkum asylum and wayne manor extra stud collection levels. after you do those you must buy everything: characters, extras, suit upgrades, (and possibly all the available data). after everything (other than the locked data) is purchased you can purchase ra's and after ra's the remaining data
