When the sims actions get up to "woohoo" there should be a "go steady" then "propose" then the two marrage options. If one or both have a relationship it will have to be terminated first.

You can go to edit town click on where the person is, split the household, the person will end up on your clipboard. Then you place him in your house, It will ask if you want to fully merge these two households say yes. Or you could get all romantic then when your talking to him ask to go steady, you will become boyfriend girlfriend. After that keep doing romantic things then propose marriage will come up click on it and he will move in automatically.
You have to use friendly options (not romantic) and after awhile it'll say Do you want to move in? or ask to move in or something... just click on it and you'll be able to controll him. hope that helped

At the bottom threes arrows click on the fattiest to the right to speed it up. To get marred do a bunch of romantic things with out freaking them out. Your sim may not of died yet because they don't all live the same amount of time. It depends on how fit they are (fitter sim live longer) and also if your sim is a vegetarian, apparently they live longer.

My sim did this to, it just stood there and wouldn't do anything. The way I fixed this was by using the cheat box (Ctrl + Shift + c) you then type in resetsim (then the full name of the sim that is frozen) Your sim should then be as good as new and carry on whatever it was doing.

Maybe the ghost is cheating on your sim or something and is only using you for company or something. Try using the 'testingcheatsenabled true' left-shift click the ghost and see if you can add him to your household and use him to ask for 'whoohoo' or 'try for baby'. By the sounds of it, it's a classic case of the sims 1 bug. Have you ever uninstalled the game, because it may leave enough of the files to run the launcher then when you installed it again, the launcher duplicated and can't link to the game. Or check your computer for viruses that may have broke the game. It is also possible the game has uninstalled a part of itself and now it can't run
