Ok So I have gotten down to the last four missions of this game and I am stuck on the 20% Commercial City. I have tried everything from demolishing the entire city leveling all the water to land and adding the extras like the TV station, military base to changing the tax rates and adding ordinances. The closest I have come thus far to beating this mission is a pop. of 45,000 which is accomplished with in the first 6 yrs. Does anyone have any suggestions or an answer to what I am missing?
