You build every sports thing like softball field and playground in the empty spaces

What you need to do is put 1 playground, 1 tennis court, 1 basketball court, 1 soccer field, 1 softball stadium and 1 normal stadium (under hero) and then just wait a bit.

The yellow bars show how much space you have used depending on the size of your city when you go past the pink bars you can't enter contests
Place the assistant in a empty area and let it do it's thing.
Super easy. Click on the adviser icon, then assistant icon, then highlight the assistant you want. Place him in an EMPTY area of the gameboard, next to roads and full areas. Wait for the assistant to build a few zones within their "shadow" area. Once they've zoned that area, highlight them and move them to another area that is empty and do it again over and over until you've allowed the assistant to zone most of the empty spaces. The rest pretty much takes care of itself.
Place the assistant in blank land and let the clock run. once there is no more land to build in, move them to another blank spot.

Place residential zones in the center of the city and tall buildings will grow over a span of about 3 years . or place residential zones in the areas with the most land value

You need to put a 4x4 square in an area of the city that has high land value. I t may take time,so be patient.

Why don't you check if the police stations are in the right place (to do this go on data then data maps )
No one is being arrested because you have police stations + jails.... in the beginning, you must of already arrested everybody, and now people wont try to make crimes because you have police station. Its good that you have nobody arrested, since it means no crime.
Or you could adjust your budget...
Put police kiosks every few blocks for more coverage,if you have crime.Also check data maps and graphs monthly.

There are 2 things that could be causing this. first, the power demand could be greater than power capacity. This will cause overload. You can check the energy in the graph data or use the magnify glass on any power plant. ALSO if power plants show a flashing red sign, BUILD POWER PLANTS IMMEDIATELY. second, your power plants are just too old. Always build power plants so that the capacity used is around 75%

There is a way to level your terrain, but you cannot make mountains and/or hills. In the "Flora" section of the Pause Menu where your Zone Building, Road Building, and everything is, there is an option to "Level Terrain" and create "Surface Water", but be careful with the water. The water can fill pretty fast, and it sucks the money right out of you.

Do you have the airport built where the others are? Do you have a hero building in the big slot next to the airports? I did this: I built the airport where the other airports are where the arrow is pointing. 2. I built a hero building in that huge slot next to the airports where the big arrow is pointing. 3. I built at least eight fire stations in and around the city. 4. I cleared an ENTIRE block in the middle of the city and put another Hero building there with a fire station nearby. 5. I built a space station. (Though I really don't think that had anything to do with unlocking the missions...I was just desperate). 6. A disaster happened and it showed up on the ticker tape. I was able to get all the missions and complete the entire thing.

Go to the section as if you are going to make a zone or transportation or buy something. Instead of doing that, use your left or right arrow button on your controller until it gets to the ticker. Click on the news feed and the news will show up in one window. Arrow to the one that says something about helping citizens in some disaster. Click on that and it will let you do the mission. When the mission is complete...back all the way out back into the city and wait for the next news item to appear and do it again. Go back into the area where you would go if you were going to zone or build something and arrow over to the news feed again. Choose the next mission. It won't always be obvious, so what I did was I noticed that there were little double arrows next to the flight mission that you can do. Click on it, and the next mission appears.

Build 1 of everything educational you have unlocked (elementary, high school, library, college, museum, art museum, opera house) and keep their use below 95%. build police stations next to high schools as they increase crime. you can also try raising education expenses to 120%

If your schools are at 100%capacity, the education wont raise.
