Yea, I have 31 oil plants in my city, and the pollution is overwhelming. I remember that one of my other cities unlocked the gas power plant sometime in the early 1950s, but I can't remember the exact year. Really sorry. also, I think the nuclear plant is unlocked when you have 115 education not 110

All you do is raise the tax a little (or a lot) and it will go down. they get less need for zones and you get more money. its a win-win sit"cheat"ion. Haha!
Check your taxes, if they are low, then people want to come, if they are high, less people want to come. What I do to prevent them from getting too high is setting all my taxes to 12%-20%. If they are getting below the black line set your taxes to 0% and wait for the population to rise, then max it to 22% to regain profit, wait until the population drops again-repeat.
If you are in the lowest difficult lvl, they will ever be at the top
I have been playing for a long time...i have found out one way to get the buildings is to add a water tower and it makes it go higher. also, they need power. if they are near a part of your city's buildings, it will have power almost automatically and will help it build. follow these tips and you will get those zones into building

First. You have to build your thrid airport. Then you look in the news tickers some grey writing. That means it's a mission. So click on that and you will ride in the medical helliocopter. And do it severls times. (like Six times.)

There are 2 kinds. One is in the actual mission in the mission part of the game, at the end you get a hero building. The other is missions that show up light blue on the news ticker in free mode, these give you money, higher mayor ratings and in the lessons, new aircrafts.
In a1 it says you get other air crafts. I only have propeller plane and police chopper
Ya I have the propellor plane and the police chopper AND the blimp and the airliner I unlocked. I beat the flight mission but I can't get any more because I have too much pollution.
You need the transportation level at about 100-120 and you need to do a lot of the flying missions (to do flying missions, press the down button on your Wii remote and scroll over to the message board and select it, then pick the one that starts with "a flight instructor invite you ", "A manager of a nearby restaurant came running in". or " Worried looking parents came in"

I just beat it by raising the industry tax to max amount this will get you about a grand a month, go ahead and fix the water problem and wait a year or so until you double your money, then start building the required stuff to pass the level. you have to de-zone the industrial area the whole time using the tool. this will drop it to the less than 10% requirement. I filled up two blocks with commercial ares just to be safe.

Raise all your taxes first. Next build the cheapest building first then so on. Last go to the fastest time and collect the tax money. Also you DON"T have to destroy the industrial zones. It's already at 10%

Lowering taxes will make your demand much higher. If you raise it, the demand will get lower.

A few words: water towers, power lines, power plants(any), high density residential zones and there you have it! I have about 10 skyscrapers with over 2000 people in each of them and I used this to get me up there. hero buildings don't do anything(my sister has the Chinese hero building and has a few 900 people skyscrapers in them) and sometimes land value doesn't effect it for me because I have skyscrapers everywhere

OK I have a big City. But I ran out and so well, all I can say is you do NOT get money from bulldozing hero buildings. Hero Buildings might say you pay them for 0 bucks (free) and the bulldoze thing says 5 dollars and let me tell you: that does NOT mean it gives you it means take away. I hope this is of use.

I have two million people and 5 mill $, in the middle of your box put up high density residential where land values are high it will increase pop. then to get more money on the 29th day of every month raise all taxes 22% then on the 3rd of the next month lower everything to 5% do both of these and you can easily get lots of people and money hope this helps!
What I do is raise taxes to maybe 12% (works for me, but do what works for you something high), and don't build too much things that require high maintenance UNLESS you can support it. (high-maintenance buildings are airports, collages/universities, museums, ect...).
Also, making resource deals w/ other cities works as well, but make sure you have other cities which ARE NOT in cheat mode!

Well first check the data map to make sure whereever you zone it is in a place with high land value, building zones in areas with no value dont get much pop.

I had this problem on a mission where you need an Edu level above 55 but it wouldn't go above 53. Check Land Value, Elec, and Water.
It also helps to raise the education funding!
Put police kiosks next to schools. it makes parents feel safer.

That happened to me when my education was 133 but I just waited a while and then I unlocked it.

If your city difficulty is on Cheat, I don't think you can sell power.
Your city must not be on cheat mode. The neighboring city's water pipes most be conected to yours.
Go into the other cities and make sure they are connected as well. Then when you go back into the cities you should see the loss or gain

There has to be an insufficient amount of power/water in the city that U are selling 2, in other words, almost no power/water has to be in the buying city.
FYI: don't save right after U start the deal, when you bring the save menu down, you pause time in the city, pretty much canceling UR deal. Wait at least a little over a month before U do save so that the deal(s) have time to take affect and U rake in tons of money every month.

Start small. Don't build any highways. Only one Coal plant. A small network of streets with at least 4 cubes between streets. Don't get carried away with your water and pipes. It doesn't take much. Do just enough to get water where your zone/s is/are. Don't hire any advisers or assistants. Don't pass any ordinances until you start making more revenue then you spend in expenses. Don't let your budgets get out of hand. If you do have assistants, they will change your budgets and can throw your cashflow into the negative. Make sure you have positive cashflow. Start with low density commercial, low density residential, and low density industrial. Start with like 50 squares of each and wait for 90% of them to look pretty full before you expand zones. Once you have many small zones, start to reduce the space between them until most of your area is covered. Make sure your population is growing. Don't make a million changes before letting time go forward a little and observing the changes in the population. Only build one school, a few police kiosks and medical clinics, and one fire station. Watch your maintenance fees and budget expenses. Don't allow a big difference between the money you're bringing in, and the money you're spending. Try to make more money than you spend. Wait a little while, make a little money, build a road. Wait...add 10 squares of low density residential. Wait. Check your graphs and maps. Make sure you have enough water and power and garbage capacity, but not TOO much...JUST enough.
Only take out small loans and only as a last resort. The fees are a killer.
Also, don't build a huge zone and then hope a million people will just start to move in. You'll have soooo much supply, that you'll never get the density you'll really want. Lots of empty spaces. 11:load another small city, 1st connect water and all, go to budget, and buy and export

Build 8 Military Bases( near Landfills) for revenue. Get rid of any rivers ( Leave a small Lake for the water pumps) and build zones. Make sure every zone has water and build a couple more water pumps. Lower taxes all to 0%( you have the Military bases, remember?)Build up funds to about $300,000( BE PATIENT). Now this sounds insane, but bulldoze every thing but land fills, military bases, and pumps. Also delete any roads. Now, use the rectangle tool to build zones with streets( make sure street pattern is check in the options) Balance the zones so the RCI bars are the height. Lastly, Delete 3 blocks of zones and replace with fountains. This will raise land value and bring in population. Replace the 3 zones twice( so 6 zones are fountains.) If you zoned correctly, the zones should have 20% commercial already. Then build an airport( if needed)

I saw two different answer among this forum, but either converge that you must be in future. One says 1965/70, other 2000. I don't know ... pick your choice.
Nuclear came for me in 1975, 126 education. Only 20,000 people. (very high taxes over long period of time)
I got my nuclear power plant around 140 education but now I'm in 2030 with no gas power plant and no fusion power plant

You go into water (near water fountain) then you tap on edge of land this will make water deeper then you should be able to put seaport and marina in as they need deep water

2 ways: 1, the buildings can spread energy, so make a long chain of buildings connecting to the generators. 2:enclose the city with the wires but make openings for water and highways.

Put wires around the outside edgings of your city and since the buildings spread energy you will have infinite energy just lot of pollution till you get higher in the years
I made one big square with streets and made streets inside to make squares. then put a power plant on each corner and power lines around the square.

Instead of using power wires (costs $), use Mayor statues on every 5th tile. They will spread the energy and cost nothing! Make sure it's every couple of tiles away from each other (not too far, or it wouldn't connect and power won't flow).

I do not have one damaged road in my city, and have never gotten one for 117 years. I think it may have to do with transportation budget, or maybe the use of the road. Try making some subway stations too! It will lower the use of roads.

Always keep transportation at 100 or this will happen, and I do think they will repair selve once you fix the budget back to 100 and wait a while
Go to the Budget Sheet > Expenses Tab, and raise Mass Transit Budget Percentage. Keep it beyond 100% to prevent strikes and/or road damage.

Get the population up first. Every time you build Industrial Zones, the Progress bar goes up. you wouldn't beat the mission just by doing that. I just built zones that were on demand. Once I got population, I used the rectangle heavy zones and put them all on at once( Build like 8 army bases, the wait to get about $175,000)

The guy above this is right, but also there's the crystal city from the brilliant tree hero building, which I'm stuck on how to get the alien mission to get it. Any Help With That Will Be Appreciated.

Wait untill 1965
You have to build the waterwheel of fruit hero building (unlocked from athletic city mission)and build them everywhere to create a citywide hero effect, and all your buildings should be made of cake, but not the ground and utilities ( schools, power plants, water pumps, etc.)
You need to finish a certain mission its either mission 8 or 16 one of the two..
You do the mission in mission mode
Use the make land tool on all water and you will have more space
Put the streets on grid mode in options and make sure your streets take up only on space wide.
Use high production power plants.
To start use oil then upgrade to nuclear later and then fusion.
Note: The economical plant is coal but you need to build more to keep up with demand.

The best way to build would be to even out all the types of areas, like Commercial, Industrial, and Residential. Also remember to give your city water, electricity, and roads. For the subways and trains, I suggest you plan ahead on those, find the areas you will be building in and place a train or subway station in them. Along with the other parts of your soon to be city. Don't spend to much, however. After that, begin building your city. You will greatly appreciate the money you put into those train stations, they will help in really dense areas in the future. Good luck!
I find it a well working and easy solution to make the railroads just parallel to the streets... say you have a 7x7 square (with residents, commercial or industrial stuff) then you can perfectly build the railroad in the middle, what cuts the 7x7 in 4 3x3 pieces... that works best for me.
^guy above me knows what hes doing. although I build my rail on the outside of the city and I place stations at corners. or in the middle of a large length of railroad(i only use straight).

Check the news ticker in the top right. A flight instructor will want to take you for a flight. Bring up your icons and hit the left direction arrow to highlight the news ticker, hit A and take a flight. After you succeed in the flight goal, you will be able to take a flight at anytime by clicking on the magnifying glass and then vehicle icons. You can get plane, helicopter, and blimp .....afaik

Buildid certain buildings for each type of plane. Build alot of police buildings to get the police helicopter mission. Build every Medical building to unlock medical helicopter(last one in 1975). Build an airport for the airliner and blimp. etc. Just think about what buildings would attract what planes. (build a hero building and military base for fighter jet)
Make sure you have plenty of hospitals and police stations. there are missions that come with those.
If you have the airport, you should also get the airliner. Build A LOT of mayor statues and houses to unlock missions with the proppeller plane. BE PATIENT. it may take a while for missions to pop up.
It seems to be a time issue. I recieved my Airliner mission at the beggining of 1945.
