How do you raise the education level and population? I am stuck. Have lots of schools, libraries, parks, everything. I keep upgrading but my population has come to stand still.

I need help with the building a commercial city.
Requirements: have 20% of the map commercial zoned have pop above 50,000.
Currently I have 25% commercial zoned and built on and my pop is 53,000 but I still am missing a very big key to finish this mission. Thus far I have placed 2 army bases for revenue, a marina, city jail with police stations fire stations schools, an airport and a TV Station. I am confused at what I am missing. Any suggestions would greatly appreciated.?

I am in the year June 1959, have 200,000 as my population, $2.9 hundred-thousand and my education is at 136, But yet I still haven't gotten Nuclear power. My education passed 115 in Nov 1951 and I still haven't gotten any Nuclear power, all I've gotten is the Gas station (I think you get it when you pass the clean air act), but it isn't very good in supplying enough energy.
